Rosemarie Barciz

Rosemarie Barciz was appointed to the Council on January 5, 2026, filling the seat previously held by Scott Noonan and later Chelsea Ziss. Mr. Noonan resigned in July 2025, and Ms. Ziss was appointed to the vacancy before stepping down upon becoming mayor. Ms. Barciz will serve the remainder of Mr. Noonan’s original term, ending December 31, 2027.

A lifelong Maumee resident, Ms. Barciz has deep roots in the community. She is also a longtime owner of borzoi (Russian wolfhounds); her current dogs, Zoe and Zara, are the eighth and ninth borzois she has raised over the past 50 years.

Ms. Barciz holds a Bachelor of Arts in psychology and sociology and received her Juris Doctor from the University of Toledo in 1982. She began her legal career as a staff attorney with Advocates for Basic Legal Equality (ABLE), focusing on law reform and class action litigation. She later opened a part‑time legal practice and contributed to the development of graduate‑level courses at the University of Toledo.

She is the co‑founder of the Thomas Wenert Center, a mental health peer support agency, and a long‑time member of the League of Women Voters. She co‑chaired the Maumee Candidate Forums in 2023 and 2025 and remains active in the Citizens of Maumee Action Committee (CMAC).
