Maumee City Council Vacancies: Call for Applicants 

Maumee City Council is seeking qualified residents to fill two vacant seats: 

Seat One 

Background: Former Council Member Scott Noonan resigned on July 22, 2025. 

Timeline: o August 2025: Council appointed Chelsea Ziss to fill the seat. 

o December 1, 2025: Ms. Ziss, then Council President, became Mayor after Jim MacDonald left office. 

Next Steps: o Council has not appointed a replacement. Council has until December 31, 2025, to fill that vacancy or the vacancy can be filled by the Mayor. 

o The Mayor may select the new council member any time after January 1, 2026, if the current council fails to make an appointment to that vacant seat. 

Term: The appointee will serve the remainder of Mr. Noonan’s original term, ending December 31, 2027. 

Seat Two 

Background: In the November 2025 election, Chelsea Ziss was elected to a four-year council term (2026–2029). 

Timeline: o Before the election, Ms. Ziss had already been appointed to fill Mr. Noonan’s vacated seat. 

o Shortly after, she became Council President and then Mayor. 

Next Steps: o If Mayor Ziss fails to take this council seat, then City Council may declare the seat vacant after the first of January 2026. 

o Council has 30 days after they declare Chelsea Ziss’s council seat vacant to appoint a replacement. 

o If no appointment is made within 30 days , the Mayor shall make the appointment of the individual to fill this seat. 

Term: The appointee must run in the November 2026 election to continue serving through December 31, 2029. 

Eligibility Requirements: Applicants must meet the following requirements to be considered for the council position: 

• Resident of Maumee for at least two years prior to appointment. 

• Be a qualified elector, which means a person having the qualifications provided by law to be entitled to vote.
